I forget if we came to a conclusion during our call. Did we want one checkbox to "privatize" issue visibility? When disabled, issues would work like they do now. When enabled, only admins can see all issues and every other role can only see their own issues. Sound good?

This is now done! One checkbox on the document settings page will change issue visibility.
